Almost certainly carved by an English or French sailor from a coconut shell sourced on their travels to the East or West Indies, the quality of workmanship is superb, the fine relief carving was no doubt carried out when the coconut when its green state and thus easier to work.  These objects were often fashioned to while away the long months at sea.
